Veydan Reports and Appeals
This procedure applies to reports submitted to Rookbeam Technologies LLC (the “Company,” “we,” “us,” or “our”) and actions taken within the Veydan services we operate. We do not control independent servers or act in place of their operators.
1. How to Report a Violation
The primary way to submit a report is to use Report in the app. This allows you to send identifiers relevant to the situation and any materials included in your report. You can also submit reports to abuse@veydan.net. For child safety concerns, contact childsafety@veydan.net.
We recommend including:
- the nature and circumstances of the suspected violation;
- any available identifiers: an
npubpublic key, group or community, message, object, server, and the time of the incident; - information you obtained lawfully and consider relevant to the review;
- contact information for a response, if you submit your report by email.
Do not include private keys, recovery phrases, or anyone else's secret access credentials. Do not send child sexual abuse material through ordinary email. If there is an immediate threat to life or safety, contact local emergency services. Veydan's reporting channel is not an emergency service.
2. Reliability of Information and End-to-End Encryption
We do not have the keys needed to decrypt protected communications on our own. Reviews are based on information actually available to us, including materials provided by the person submitting the report and technical data from our services.
A report, email, screenshot, or text copy alone does not prove that a violation occurred or that the person identified committed it. We assess these materials in light of their source, context, and verifiability. Submitting a report through the app does not automatically establish that every statement in it is accurate.
A participant may separately submit copies of messages with a report, including messages from other participants. These copies may be accessible to authorized personnel in readable form. Providing copies does not disclose the private key or grant access to the rest of the conversation.
When you report a message in current versions of the app, the option to attach conversation messages may be preselected. Before submitting your report, review the included materials and attachment settings. Provide information relevant to the situation and, where possible, exclude unnecessary personal information.
We may request clarification, assess a report based on the available information, or explain that we cannot verify certain circumstances. A lack of supporting evidence does not allow us to disregard a legal obligation that has already arisen.
3. Review and Available Measures
Reports are reviewed by authorized personnel. Reports of immediate threats to life and possible child exploitation receive priority. Other reports are assessed based on the nature of the violation, the completeness of the information, and the potential harm.
Depending on the circumstances, we may issue a warning, restrict features or access to our services, remove an identified object from our infrastructure, change how it appears in a directory we control, or take other lawful measures that are technically available to us. An object does not need to be decrypted to be deleted. If there is a safety or security threat, we may take proportionate temporary measures before completing our review.
Decisions by group owners, administrators, and moderators apply within the scope of their authority. Independent server operators take action on their own infrastructure. We cannot force the removal of copies from those servers or from recipients' devices. Submitting a report to us does not guarantee that the information will stop circulating throughout the network.
We do not publish materials from individual reviews, personal information about people who submit reports, or details of our internal protective measures. Where required by law, we provide mandatory notices, report information to the appropriate recipients, and fulfill mandatory reporting obligations. The confidentiality of a review does not override these obligations.
4. Appeals
You may appeal a restriction we have imposed by emailing abuse@veydan.net. Include the information you have about the decision, the relevant public identifier, and your reasons for requesting a review. If changing the decision would affect an account, we may require you to securely verify your authority to act for that account without disclosing a private key.
An authorized staff member reviews the grounds for the appeal and the available materials. The decision may be upheld, modified, or reversed. To the extent permitted by law, we inform you of the outcome and provide enough information to understand the decision without disclosing other people's personal information, protected information, or ways to bypass protective measures.
Filing an appeal does not, by itself, suspend necessary protective measures. Decisions by an independent operator must be appealed through that operator's own process.
5. Copyright and Other Rights
A rights holder or authorized representative may submit a report to abuse@veydan.net. Identify the protected work or right, the exact location of the disputed material within our services, the nature of the alleged violation, and your contact information. The report must allow us to identify the relevant object. A general reference to a user or group may not be sufficient.
If you submit a formal notice under U.S. law or the law of another applicable jurisdiction, include the information, statements of good faith and authority, confirmation of accuracy, and signature required by that law. Proper counter-notices are reviewed under the applicable procedure.
In appropriate circumstances, we may restrict or terminate service for confirmed repeat violations. Knowingly false statements and the deliberate use of reports to harass others may result in restrictions and legal liability. A report made in good faith is not considered a violation solely because the information it contains could not be substantiated.
6. Retention of Materials and Contact Information
Reports and attached materials are processed in accordance with our Privacy Policy. Applicable preservation and reporting requirements take precedence over the routine deletion of report materials.
